Dr. Hilal Naqvi’s Family belonged to Amruha which migrated from that city to Rawalpindi after the establishment of Pakistan. Along with inheriting family and regional academic and literary influences, college teachers and personalities like Josh and Naseem Amrohavi played an important role in developing his academic, literary and poetic tastes. He started writing poetry from his college days, but his early poetry was traditional. The first example of his break with tradition and individuality came in the form of his doctoral dissertation Twentieth Century and Modern Marsiya. He accomplished the literary feat and made a name for himself. The achievements of research, editing, criticism, editing text or poetry are the reflection of his poetic stature and multifaceted personality. Dr Hilal Naqvi's doctoral thesis was declared as the encyclopedia of Urdu Marsya, then the first Marsya Maqtal-o-Mashal surprised the modern Marsia’s poets. His change in Musaddas shape and continuous long poems to present Marsia made it fruitful for Urdu Marsia. Reviving the elegy which was stagnant. He is the founder of change in Musaddas shape in Pakistan.

Apart from poetry, as a researcher, the recovery of certain large parts of Yaadon ki Baraat (an autobiography of Josh) is very important. Risa'i Adab is a title of a genre of literature and any other journal dedicated to a single genre will hardly be available. Likewise, no journal after journal Iqbal and Ghalib, was started with a poet or writer name except josh shanasi which is dedicated for his thought and art and writing about him. So, he is really credited with the publication of Josh Shanasi literary journal. Moreover, his more than thirty writings and compilations, more than twelve hundred pages of Risa'i Adab and his achievements as a poet are unparalleled in the literary world.
